I think that I have an IRQ conflict with virtual COM4. I would like to reassign IRQ to test theory.

Unfortunately with the driver being a virtual port all of the interrupt configuration and selection is performed under the hood by Microsoft so there is really no way select a different interrupt.
Was this ESL working fine before and did this issue recently pop up? That being said I would suggest performing a full uninstall and reinstall of the ESL driver to see if that resolves the issue.
